Clarification: Rare Jokers still have sell value, they just don't give any money when sold.
How about adding a Voucher tag?

Just at the very start of the run could the tag be useful (it’s like credit card)
Maybe this joker should only affect Uncommon tier jokers
Turning a rare's sell value into a coupon tag isn't really worth it, because most rares are Jokers that are worth centering a run around
How do you base a run off of blueprint/brainstorm??

BP/BS + baron or Mime is a very common build to naneinf the game
Failing that, having two copies of something like Spare Trousers or Wee Joker means you get double scaling

Keep in mind that this has synergy with Rentals, and also works on the free Rares found in the Shop
It does only give value with other jokers. But the two best jokers in the game do that so I can't complain
