How so? In order to capitalize on it, you have to have a suit-changing tarot with you unless you full-tilt into deckfixing
And even then, you're bound to run out of cards you may be relying on if this is your main scoring joker

Midas Mask makes any face card gold (extremely powerful, probably moreso than glass for ante 8) when scored, and it's uncommon

arrowhead is worse than bull at $125, worse than bull even if you have all red seals at $250
if you have flush leveled up to 20 mult, you’re up to 640 mult before jokers. much more op than bull’s +250 chips, which would get you up to around 500 chips or something
glass also helps you fix your deck, so I’d say having this joker on checkered deck is better as having a joker that gives you x20 mult immediately

Photography and hanging Chad for scoring does more than this can do in a single hand, at least scaling on its own it doesn't have the power you say it does
It is strong though because anyway to generate alot of enchantments is good
