Ignoring how Oops completely breaking this, this saves you way too much money. Chaos is already very strong at being once a shop

You see, at best case, Chaos in the shop in one out of every 31 or so shops on average. (Overstock+, no tarot or planet vouchers).
So in order for this to be balanced with Chaos, even taking into account that it's an uncommon, you'd need this to trigger less often than that, because keeping this has multiple advantages over chaos. (Oa6 synergy, benefits more from Negative, no need to buy and sell, can take as eternal, etc).
(To calculate the frequency of seeing any specific joker in the shop, first we need to calculate on average how many jokers are in the stop on any given roll. The default shop weights are 20, 4, 4 for Joker, Tarot, Planet, so about a 71% chance any given slot is a joker. That's EV of 2.84 Jokers per roll.)
(Each joker has a 70% chance of being common, 1.988 per roll. And each common has a 1/61 chance of being a specific common, 0.0326 per shop roll, so 1/0.0326 = 31.1. Therefore, you see any specific common on average once every 31 shop rolls.)
