I see the idea, but this feels like it'll only be useful if you have a ton of steel cards
This card lets you make steels out of cards you might use
Yes, the default strategy is to make low-value or mid-value cards Steel because you won't use them otherwise
But Jokers can change strategies and "normal optimal" play
This only matters if you have tons of steel cards, which by then, your playing high card or pair where the quality or the card doesn't matter

I'm not even going to bother to understand the implications (this also wouldn't work)
What's not to understand? A crap load of xMult from playing polychrome cards that retrigger twice (3 times if you give them red seal) and then those cards get counted towards held in hand benefits due to magnet like Baron, steel, and mime
op says they go in hand after being played which leads me to think that this would be scored after the hand and kinda as a "keep this card in hand" type effect, not a retrigger one
