Make it all one joker in the games code. Then when the game tries to spawn the "x mult rare jokers" it looks at your most played hand (like telescope) and picks that one. if it doesn't fit one of the jokers then it picks randomly. And when it's a tie then it pick one of them also at random.
This is probably not the smartest way to fix these jokers. But a man (and sola) Can dream.
