No what I think it means is that if it picked say 7 and Ace, you could play 4568 and it would be a straight. It acts as if that rank was in your hand.
It is a cool concept and with some tweaking it could be made into a viable joker, but I think that shortcut already fills the same niche and is more intuitive.
