Perhaps reword Fine Wine, I assume you mean that it scales by 2$ whenever the blind is selected, but the wording makes it sound like it gives 2$ and then takes 3$ for a net gain of -1$. Also the joker itself outclasses rocket strongly and is quite overpowered, I could see it only scaling by 1$ each round to be more balanced. After all it would still scale 1.5x faster than rocket does assuming you don't skip any blinds but it would be more of a sidegrade as it starts off losing money. Scaling 6$ an ante is broken.
Retrega seems to be based on Naneinf runs but in an ante 8 run it isn't that good at all. You would need to be getting multiple retriggers per a card before Retrega would be any better than Dusk. Outside of Naneinf runs, you might not even have any retriggers at all and if you are getting more retriggers than cards, you are probably already far ahead of the score you need for ante 8. Retrega would also have a niche for photochad, but it would still be no better than just getting another hanging chad. Overall as a legendary, Retrega would be worse than Chicot unless you happened to have a very niche build.

I see what you’re saying but the way it’s supposed to work is that say you have dusk with Retrega. Dusk will trigger but with Retrega it will trigger twice
So in a say a baron-mime build mime retriggers baron right and Retrega has the barons score again

This is exactly what I was talking about. This is only useful in endless runs, nobody plays baron mime for ante 8. You would need to already have 2 dusks before it would be better than just another dusk.
