I got a new phone (went from android s23 to s25) and my progress didn't transfer. My achievements are showing up in the play store, but none of the cards/packs etc are unlocked.

This is probably not a bug. Since the achievments are most probably stored on the Google Account because its on the play store, but for save data you may need to dig into the save files of your old phone

Transfer phone data in settings or connect it to the same google play account as your old phone

I figured it out! Wasn't a bug, sorry for the incorrect report.

My new phone didn't have my games profile set as the default! It was signed in, just not set up to connect.
