It isn't even necessarily bad that a joker is objectively worse than another joker of a different rarity, it is just that it is pretty much just a clone of it that is harder to use. The closest thing to this in the game is onyx agate and gluttonous joker, these are just clones but one is over twice as good. The issue with this one is that it is significantly harder to use than another joker but simultaneously not any more reward. It makes the joker uninteresting because arguably, what makes jokers fun is that they are unique and that they rarely ever are worse than another joker entirely. Different situations make different jokers better than others. This will always be a bad pick. You will never at any point just have a deck of 6s and pick this up, saying "oh hey this seems useful". Unlike gluttonous and onyx agate where gluttonous is still an easy pick just because of how accessible it is, this joker requires you to devote all of your resources to making it happen. And all of this, only to be completely outclassed by a joker that fulfills the exact same role but with more flexibility. Even as an uncommon, this could be as high as ×8 mult and I don't even think it would be broken.
