Mathmatically nothing changes
xchips are for mods because they only change anything in modded jokers
nothing that makes xchips different compared to xmult will really ever be added

off topic here but how do you add this feature as a joker in a hypothetical setting where every nope’d suggestion is used
Xchips? Simple
Add -mult and -chips
Only once subtraction is added FOR xmult/Xchips will it matter
(I.e. -20 mult, X1.5 chips)

At this point ×chips isn't in the game just because it bloats the content, making the game more complicated and damaging it thematically. The concept itself I think is fine. Imagine an ×2 chips photograph, finally useful with all your +mult jokers. I could see it being a feature in some card based legendary that triggers on score. Legendaries or perhaps even a voucher or deck would be fine for it, its just too niche to be much but bloat in the main stream.
