As I entered the boss blind, I had one joker slot available. Riff raff then generated a negative bus but did not generate a second joker even though there was a slot available. Maybe riff raff determines how many jokers it can generate before it generates them, meaning that it will only generate one even if the first one it generates is negative.

I will update with the seed here once this run wins or dies
