I’m giving this a 
only because there’s no enhancements or really anything other than certain jokers and like one tag that utilize this effect. Too niche in its current state.
At least Mime has gold and steel as well as some jokers, all of which are easy to find
But this joker needs things like riff raff, certificate, marble joker, dagger, burglar, and cartographer to have any use
And that’s only a one-time use per blind

I don't see this being particularly worthwhile to run tbh. The only value that this would have over a BS or BP is the ability to trigger multiple of these. But the only ones you would really want to are Cartomancer and Burglar.
(Not that "not as good as BP and BS" is disqualifying, just it's hard to think of a use case.)
