I think, for some reason, it might be visually counting "progress" made in challenge decks, but not internally counting them

This also happens with the Blank voucher purchase requirement for unlocking Antimatter iirc

It could also be that the run that got them over that isn’t over yet, so it isn’t unlocked but the requirement is met.

Pretty sure that isn't the case, actually—even just exiting and re-entering the game will show you what you unlocked
