Is it intended behaviour that souls appear in Arcana packs even if I didn't buy an omen globe? (Ante 1 Shop)

not a bug, Soul and Black hole are special Spectral cards, Soul is able to appear in Arcana packs and Black Hole is also able to appear in Celestial packs.
