First, you're going to need to get Steamodded.

You will also need Lovely, accessible here: https://github.com/ethangreen-dev/lovely-injector?tab=readme-ov-file#manual-installation
Between those three links, there should be enough instructions to get you to the right place.
As a warning, Lovely may be picked up by your system as a trojan, because the way it functions is effectively a benign, targeted trojan. It is perfectly safe, because it is contained to Balatro and only Balatro.
