Not a bug. However it seems to be an oversight, as the wheel of fortune tarot card cannot even be used, but can still be bought. It is completely useless without jokers.

hermit should still appear when broke, because you could have been atleast not broke. WoF shouldnt appear in jokerless, because you can never use it, or get a benefit
also hermit while broke still buffs tarot merchant so like, technically still has a use
and you can keep hermit for later even if you would be broke from buying it
