i spent way too much time trying to get this to look right for a joker i didn't put much thought into how balanced it actually is.

to be clear for the effect, if that joker directly increases chips or mult from itself, it's a no-go
Hanging Chad? Good.
Any xMult joker? No.
Econ jokers? Good.
Chicot? Good.
I'd say if it even says chips or mult in its description it's a no-go, but that puts Hiker in a grey-area. Like, unless that card is retriggered, you don't really get those chips in that hand?
