I skipped a blind to get a mega buffoon pack. I also had a double tag. The first pack was no problem but the second pack was bugged. It showed the jokers but you couldn't pick or skip them. After restarting the jokers disappeared and you can't skip.

So the first part is not a bug. You couldn’t pick any joker since you are playing the cruelty challenge (3 joker slots is a restriction).
The second thing is a bug that happens when you reload a double tag’d booster pack. Very much a known issue
