it's phrased a bit awkwardly but that's not what it means
it just means you get 1 more hand per round than the standard number of hands you get per round
that basicly means the same thing. you start with 4, then have 5, then 6 and so on.

by default the game gives you 4 hands per round, blue deck gives you 4+1 hands per round
so it gives one aditonal hand. not per round, total.

you get four plus one (equals five) hands per round. that's how the dev meant you to interpret it
if you think it's ambiguous or just straight up wrong that's more of a language suggestion than a bug report
ok where do i send language feedback. bc that is kind of confusing. there are litteraly guides wrighten stating you get one aditonal $ per round because of it. id of just said one aditonal round while playing this deck.
rounds already have a different meaning. every blind is a round
