Certificate creating a card after every discard

So, I stumbled upon something strange, I had both riff-raff and Certificate. When selecting a blind, the riff-raff created two jokers and Certificate added a playing card, so far so good.
But when I discarded a hand, the Certificate triggered again and added another playing card. And at second discard it did the same thing. It didn't trigger after playing a hand though. And I don't know if it would trigger at discard after playing a hand or not.
Does riff-raff somehow change Certificate cause they both get triggered at the beginning of the round? Idk

Well I have steamodded on it, but it didn't have any active mods

doesn't matter, steamodded is buggy
