I'm playing the Nebula deck (on white stake difficulty).
I have High Card as a most played poker hand, yet none of the celestial packs contain Pluto to increase my High Card level.

No because I'm no longer in that run, but you can take my word for it.
None of the celestial packs contained pluto. The only pluto card I got in that entire 7-ante run was via a Tarot card.

If I see something that contradicts what you are saying then I will point it out and that might just solve it, if not I will have to think a bit and maybe we will never know

Alright I'm unable to reproduce it. Either the case in which the alleged bug takes place is too niche, or there was a contradiction I missed. I can't think of anything that would cause that sort of interaction though.
