On iPhone iOS 18.1.1 Brainstorm says to be compatible with Hallucination but when triggered only gave 1 tarot card instead of 2.

Its not that when Hallucination triggers it also triggers, it just also has a 50/50 chance to work

so you can have 1 go off or the the other, or both or neither. Its just luck
