So i've just beaten gold stake on the red deck twice with the same seed and i've still not gotten teh gold stake chip tag on my cards, like i haven't beaten it or something. I don't if it's a glitch or what but it sucks cuz. I wonder if there's some way to fix this or something.

doesn't that mean it's seeded and therefore the win doesn't count towards progression?

you cannot earn any progress via seeds. Seeded runs are treated as being played "for fun" rather than "for progress"
if you beat it on a non-seeded run it will count towards unlocks, achievements and your stake level
