I found that using the riff-raff ability while you have an unused foil tag, any jokers it creates will automatically become foil. This could work with other tags as well, I'm not sure.

i tried the same seed, didn't check ante 2. but just buying riff raff and playing without skipping shows that you won't always get foil jokers. still a fun coincidence
