In the Bram Poker challenge, I got a negative joker skip tag, and a joker never spawned in the shop. I searched and it looks at one point these tags would force a joker in the shop in this mode, but that didn't happen.

the way the edition tags work is by attaching on to the first editionless joker they see, they don't spawn jokers, just set the edition of an existing joker. not sure what challenge you're actually doing other than maybe jokerless (the tag shouldn't be there)

As I said, Bram Poker. According to the wiki and a past thread, those tags used to cause a joker to appear in the shop in that mode. Now the tags can still appear but they don't do anything.

Animate is right. Both the wiki and the thread (if it's this one https://discord.com/channels/1116389027176787968/1218123184801316904) are refering to the Uncommon and Rare tags.
The edition tags including the Negative tag do not force a joker to spawn in the shop, instead only setting an edition on the next joker in the shop. The wiki even spells this out: "If there are no base edition Jokers in the next shop, these tags will instead be stored".
