Any usable Tarot or Celestial card which appears in a shop reroll in the left-most slot does not immediately display both "Buy" and "Buy & Use" options when the highlight snaps to it on controller.
This is purely visual, and you can still "Buy & Use" it despite the option not being visible.
Highlighting another Card, Joker, or Pack and going back to the Tarot or Celestial card which had the issue will resolve the issue on that card.
