A Spectral Card that can change a Joker to another Joker with the same edition and some chance of a Higher Rarity.
Here are Some example chances:
Common -> Uncommon 30 40%
Common -> Rare 10%
Uncommon -> Rare 20%
Uncommon -> Legendary 1%
Rare -> Legendary 5 3%
Common -> Legendary 0.1%
Maybe it should give it a sticker (Eternal or Rental) as a downside?
But it think its unlikely appearance as a spectral card and these chances will balance it.
