RARE- Doubles chips, sets mult to 0.

If this is played after high chip jokers but before high mult jokers could be a game changer. Makes leveling up hands significantly weaker but makes chip jokers significantly stronger.
Another issue I did not consider is that mult enhancements are basically useless with this
