Intended. Four of a kind has higher priority than Flush. Your first screenshot is priority order.

If my other hand is literally thirty something levels higher and the requirements for it are fulfilled it should be counted as such

Good luck when you're at the boss that forces you to play a different hand type each time and your high card is your highest level hand.

The developer believes poker hand priority is the best fit for the game. If you disagree you'll have to resort to modding.
