if it's intended that the game takes the floor of the average when balancing then it wouldn't be a bug right

you wouldn't have a reason to believe the game would do that though
it may be intended behavior but is it expected?
i probably would not consider it a bug, more of a curiosity with how the calculation works
it only matters if you're doing a really goofy build such as the one shown 
the "bug" is that the flames seem to persist, but maybe they just dont have time to die down
