Polychrome joker not free with tag

I got the tag for a free polychrome joker, but it costs 11$ instead of free. Is it something to do with the base edition part? (I haven't purchased or manually enabled any additional content, but am new to the game so I am unfamiliar with base vs additional content)

base isn't supposed to be taken as the opposite of additional content here, the tag only applies if the shop joker is editionless

this joker was already polychrome and the tag doesn't change existing editions, so nothing happened
