you can get an example texture pack that does replace jokers from the steamodded file itself
its called "NegateTexturePack"

it already in the steamodded 0.98 file actually!
So in your mods folder, go to "steamodded-0.98" then "example_mods"
the texture pack should be there
And then what ? Do I modify the 1x or 2x folder or do I need to create a copy of them and move them elsewhere ?
well, first move the "NegateTexturePack" file to the mods folder to see it in action
when making a texture pack, you have to replace both the 1x and 2x files

Thank you so all I need to do now is take the NegateTexturePack, replace the pictures by these that I can then modify and I am good to go ? But wait, There is also Negative booster packs and Blind Chips in the folder, do I just delete those ? Or do I also need the normal sheet for those too ?
yeah, you can now do the texture replacements and you can delete the other textures you're not changing
however, before you do that first open up the "NegateTexturePack.lua"
you can open the lua file by selecting it and choosing "open with notepad" or any other text editing software if you have any

very important, make sure to replace local negate_mod = SMODS.findModByID("NegateTexturePack") to the ID you switched to at the top
