I don't know if this could be considered a bug in the traditional sense, but it just doesn't make sense to me that there would ever be a joker that's impossible to buy no matter what.
This may be a matter of personal taste, but I feel something like this should be programmed out of the game.

no, the round number goes up after the end screen, so this is right after the small blind

Oh yeah that happens a lot, most people skip the first blind just incase that happens, that or run magic/yellow deck

I feel a situation like that should be programmed out of the game, but that's my personal take. If you believe otherwise that's fine too

It's sometimes buyable by getting an immolate or hermits, maybe finding a mega pack for soul and temperance, so I wouldn't be so sure about just programming it out entirely
