I very much don't think this is unintended but I have the order of Ceremonial Dagger - Negative Smiley Face - Riff-raff and at the start of the round make Ceremonial Dagger destroy Smiley Face and Riff-raff spawns 2 cards instead of 1, exceed the joker limit.
Not that I complain about it anyway, just that I don't think that's how it supposed to work.

Dagger hits the negative, riff raff creates jokers, then joker slots are reduced
I think thats how it works anyway
Not sure if it counts as a bug
in my head the order of operations are Dagger destroy negative -> cap 6 becomes cap 5 -> Riff-raff fills in from 4/5 to 5/5
but I guess the game counts the moment you choose the blind and lock in that cap number instead, so Riff-raff creates 2 Joker instead
I think the game adjusts handsize/joker slots/etc. after effects are done
