Was fixed by reloading the game. In this clip I'm unable to open the arcana pack. I don't know exactly how it was caused but I did go to the menu for a previous hand. Another interesting thing was that for the round before this one, even though I had a score that was well over the blind requirement, no flames ever appeared.

I’d guess its exiting to menu at some point while using an arcana pack
B/c thats the softlock, if it happens in the shop you can still continue the game
I guess my bug is a bit different than yours
