This was on Gold Stake, so with the patch guaranteeing you get a Legendary you haven't cleared with, this might now work for anyone else. Not sure. It was my first ever Gold Stake clear with ANY legendary, so maybe that little bit of math change didn't factor in.

It was a week or two ago that I played it, I don't usually post seeds because I don't usually play seeded runs, but now I'm hunting for fun seeds and feel like I should give back a little.
I played on Ghost deck. I don't remember how deep into the run it was, but it wasn't very deep because I hadn't used my Hex card yet and I was playing on Gold Stake so I would've used it on a bad joker just to survive, if necessary. ~~In one of the early shops, there is an Arcana pack and a spectral pack. Buy the Arcana pack, get a soul card, buy a spectral pack, get Ankh immediately. ~~ EDIT: On replaying the seed to test it out, the Arcana pack with Tribulet appeared after the Ante 2 boss. The following blind's shop then has a Mega Spectral pack containing the Ankh.
It's my highest scoring run on Gold Stake, hitting e16 and if I hadn't bought an eternal Abstract Joker out of pure fear of losing, it would have gone significantly farther. I definitely remember passing up at least one or two powerful jokers because I had no room for them.
Hopefully it works and isn't messed up for anyone else by the Gold Stake RNG changes.
