Hand size modifiers such as The Manacles’s effect, the +3 hand size tag and The Juggler don’t seem to affect hand size at all.

I think you are confusing Hand size with Hand amount

is Hand size the amount of cards you draw, where the default is 8?

ah yeah it is
just entered the manacle blind and i drew 7 cards
my apologies for the misunderstanding!
i thought hand size referred to how many cards you could put down

keep forgetting to count my handsize with bean. pretty sure it's giving more than it says
