Exactly as title suggests. Whenever my laptop is plugged into a charger, the game is limited to 40 FPS. However, whenever it's off charge, it can run at 60 FPS or higher with V-Sync off.
This could just be an issue with my laptop, but I haven't seen it happen with any other game so I'm posting it here to see if it can be reproduced on other hardware!

NEVERMIND! I found the issue, as always it's Nvidia's fault
If you experience this, turn off whisper mode

what's weird is that with my nvidia card (laptop) I've had 40 fps on what are normally extremely high framerate games. thanks for the tip, usually I just restart my computer
