Not being able to skip is a known bug (fixed in the experimental beta). It happens when you have hand size 0 (or in some cases hand size 1). As for why you have no cards, Luxury Tax reduces your hand size by 1 for every $5 you have, so anything over $50 results in a hand size of 0.

I just had a similar problem but with the inverse. I had to close the game mid-tarot selection and when I reloaded the game, no tarot cards showed up, and I can't skip.
Anaglyph deck, had 2 double tags, skipped a blind for a mega arcana pack. I'm on the experimental beta patch too (PC)
