I believe I first received Credit Card Joker. Then bought Vagabond either in the same shop or the next shop. When I bought Vegabond I believe I was already on negative coins. I suspect buying Vagabond on negative coins might have caused the bug. I went on to build up coins until I had $2 then ran another round. It still didn't award any tarot. Unsure if relevant but I sold Credit Card joker shortly after getting Vagabond, either in the same shop or the following shop.
