I selected the Lucky Cat and Business Card jokers around Ante 1 and 2. After proceeding through Ante 7 without skips and adding numerous Lucky Cards to my deck (see attached image for deck and jokers at Ante 7), the Luck Cat had not upgraded even once. This seems statistically unlikely as I was constantly prioritizing playing luck cards for the cat and did not skip blinds. I believe the issue is that the Lucky Cards were not triggering at all, not that the cat was not tracking them, but I cannot be sure as I was not suspicious of there being an issue until later in the run.
I believe the business card is relevant because all my Lucky Cards were face cards and I have not found anyone else having this issue which leads me to believe it is a niche interaction. Perhaps the business card triggering is blocking the lucky trigger somehow? I sold the Lucky Cat at the end of Ante 7 and during Ante 8 I was able to observe lucky cards triggering.
It is possible I am simply extremely unlucky, but I believe this warrants investigation with dev tools.
