Have the Soul tarot work like a Spectral Pack and allow you to select between two Legendary Jokers. Soul is too rare to be pure luck in what you get imo, with it not appearing in most runs and even if you find it it's likely to be something that's useless to you or directly counter to the build you're working for, such as Triboulet while going for a Bus run.
Having a choice between two Legendaries makes Soul that much more interesting of a find, doesn't change the strength of the Jokers themselves, and most importantly makes the Legendary Jokers feel just a bit more Legendary.
