After coming out of a boss blind (don't think it matters which one but it was The Hook), the game randomly decided to leave the hand UI up while I was in the shop. This prevents me from opening packs as the open button is somehow disabled due to the game presumably thinking I'm trying to play a card that isn't there rather than open the pack.
