Opening an Arcana Pack with a hand size of 0 (or negative) in my case shows you 0 cards to alter with the arcana cards, BUT it also does not allow you to skip the pack.
This soft locks your run.
(This is fine in the run I was in, I was getting hand size down as low as I could on purpose.

after immolating my hand away, the game forced me to chose between ankh and wraith and wouldn't let me skip. 😭 seems related.
