I feel like this is intentional because these things happen regardless of what hand you played. so it's less that your hand triggered the ability but that you made a play and doing that triggers the ability

I think if the boss blind always triggers its ability regardless of what hand you play, Matador should reward you $8 for only the first hand played
that's a much better rework to make Matador not rendering useless against certain bosses

It does not trigger if cards are drawn face down, or when you have less hands to play or no discards - that is not something triggered by playing
I don't think it necessarily needs to work against all bosses, given the 8$ reward

You can also play all your hands as a high card with debuffed cards, if you're confident you can 1 shot
So that's 3 or 4 triggers per boss
24$ at minimum, pretty good even if it isn't active for 2/3 rounds
