I had a double tag available which I used on an arcana pack, first pack worked correctly, but second one bugged: I don't get any options to pick and the skip button is disabled.
I tried restarting the game multiple times but there is no way I can continue.

I have also just experienced this but when returning to main menu during the second arcana pack after using a double tag on mega arcana. Trying to continue the run brings me to the similar state in this screenshot where there are no arcanas but I also cannot skip
