The first one removes enhancements and upgrades, and the second one does not ugprade.
I can see the tech logic of this, since each Vampire removes enhancements as it procs, but it feels slightly at odds with how most Jokers reward you for doing things like this.

it's interesting that it doesn't work even if you have something like vampire -> midas mask -> vampire though, it's not clear that both vampires attempt to trigger before the midas mask.
The first vampire will eat, face cards will become gold, and the second vampire goes hungry (the cards will stay gold).

the original intention, from what i can tell, was that double vamp doesnt scale both
which on its own is fine
but if you have double midas double vamp it should work based on joker order
