During a challenge (in this case Rich get Richer), I was at 4/10 to unlock the improved Blank Voucher (||Antimatter||), I bought it from a shop and immediately saw that the counter got increased to 5/10.
Any completion should not count in Challenge Mode.

Challenges can facilitate unlocks of this kind, although it seems to only work with vouchers, not jokers unlocks (for instance, having $400 or more)
This can be abused by using Rich get Richer challenge to only play the first hand, buy the Blank voucher in the first shop if it shows up, reset and do it again and again...
We may argue that Yellow Deck can do the same
