When I was about to use Temperance I noticed it would only give $5, and checked that every Joker was selling for only $1. I bought all of them separately so not sure when this could have changed.

Did you buy the clearance sale/liquidation vouchers?

The sell price of the jokers is relative to the price to buy them, and it lowers along the purchase prices when you buy the vouchers that reduce the price of items in the shop.
