i think it's because it's waiting for the last card to be drawn, but there's no cards to draw

Had the same problem with a spectral pack that pulled Wraith and another joker related one (I think the one that destroys all jokers and makes one random polychrome). Couldn't use either for some reason (Wraith was clickable, but game said "NO SPACE" as I had 5 jokers) and I couldn't skip either. I had to sell a joker be able to use Wraith and continue the run.
